That is the maximum amount of video memory including allocated system memory. Most laptops these days use a combination of dedicated plus shared system memory.

It does come with Vista installed, not sure that the Sims 2 would work though because of the graphics. If you give our Sales line a call they would be able to give you plenty of options that would run it.
